New York Man Admits Role in International Cellphone Shipment Theft Ring

NEWARK, N.J. — A New York man has admitted participating in an international package-theft operation that targeted cellphone and electronic-device shipments, causing more than $1.5 million in losses, according to the U.S. Attorney’s Office for the District of New Jersey.
Raimond Cabrera De Leon, 33, pleaded guilty in Newark federal court on July 16, 2026, to conspiracy to receive and transport stolen goods.
According to court documents, the criminal network operated nationwide and targeted valuable electronic-device shipments handled by FedEx and other carriers. Members used automated computer programs to collect information from package-tracking systems and bribed corrupt employees of a major U.S. cellular provider to obtain confidential customer information, including names, orders, tracking numbers, and delivery addresses.
Prosecutors said the organization operated in multiple layers. Members known as “dispatchers” obtained and sold delivery information, while “runners” purchased the information and stole the targeted packages.
Cabrera De Leon operated a major location for receiving and reselling stolen devices from a residential building in the Bronx, where people regularly brought stolen electronics for sale.
New Jersey recorded more than 400 identified package thefts targeting cellular devices in 2024. In response, federal, state, county, and local law enforcement agencies formed a joint task force and worked with private-sector partners to identify corrupt employees, share delivery information, and investigate suspects involved in package theft.
The conspiracy charge carries a maximum sentence of five years in prison and a fine of up to $250,000—or twice the amount of the financial gain or loss, whichever is greater.
The investigation involved Homeland Security Investigations, the FBI, the New York City Police Department, the Union County Prosecutor’s Office, and numerous other law enforcement agencies. Authorities in the Dominican Republic also assisted in the investigation.
