LOS ANGELES — Mayor Karen Bass joined Councilmember Heather Hutt, housing developers and Korean American community leaders to celebrate the opening of a new 80-unit affordable housing development in Koreatown.

The 100% affordable housing project is the first development in Koreatown completed under Mayor Bass’ Executive Directive 1 (ED1). With approximately 90% of Koreatown residents living in rental housing, the project will add much-needed affordable homes to one of Los Angeles’ most densely populated neighborhoods.

“This is more than the opening of a new building—it means families are coming home,” Mayor Bass said. She credited ED1 with reducing delays and accelerating affordable housing construction across the city.

Nearly 47,000 affordable housing units are currently in Los Angeles’ development pipeline, including approximately 6,000 already under construction. The City Council unanimously voted in December 2025 to make ED1 a permanent city ordinance.

Councilmember Hutt said the development represents an important milestone for Koreatown and the city’s efforts to address the housing crisis.

Leo Lee, president of Atto Properties, praised the city for streamlining the development process and expressed hope that the program would encourage more developers to build affordable housing.

In addition to ED1, the city is working to expand housing capacity, convert vacant offices and parking lots into homes, simplify building permits, and encourage smaller housing options such as duplexes and accessory dwelling units.
